Primary Line Designation

CPUC Resolution T-16018 order requires resellers to identify their facilities-based COLRs the lines resold as primary or non-primary.  Such notification shall take place within 30 days from the date the resellers request line activation.  Failures to meet this time period are reported to the Commission for corrective action.

PLD DesignatorDefinition
PrimaryDesignates the line as Primary or one of the main lines in the household.
Non-PrimaryDesignates the line as non-primary or an additional line in the household.
PendingA designation has not yet been made.  The CLEC has 30 days to provide the PLD status.  Thereafter, a report is provided to the commission for lines that are pending beyond 30 days.

Primary Line Designation is required on all California residence lines with the following activity:

  • Migration 
  • New Connect 
  • Move 
  • Change 
    • Regrade Business to Residence
    • Adding new line to be consolidated with an existing line
    • Number change 
  • No limit to the number of primary or non-primary lines at a service address  

    Example: In a residence that has multiple households, if three roommates lived there, it could be considered as three separate households.  If they each have one line, then there would be three primary lines at the service address.

    Example:  In a residence that has multiple households, if three roommates lived there, it could be considered as three separate households.  If they each have two lines, then there would be three primary lines and three non-primary lines at the service address.
