Multiple Classes of Service on a Single Account a.k.a. Secondary Classes of Service (SCS)  

    

     

Overview 

Multiple Classes of Service on a Single Account is also known as Secondary Class of Service (SCS).  An end user may require multiple types of service to conduct their business. In most cases all of the different services can be billed on one account, there are some exceptions, i.e., Centrex service in Wisconsin cannot have POTS lines billed under it, however circuits can be billed under it.  

If there is a question as to whether or not the products or services your end user has can be billed on one account contact the LSC. If the products and services are currently billed together, they will continue to be billed that way.  

States Applicable:  IL, IN, MI, OH, and WI   

Ordering   

  • Submit an LSR (PON) per REQTYP, as needed.    
  • When multiple PONs are submitted for one ATN, the PONs must be related, the NOR and RPON (all LSOR versions, as applicable) fields on the LSR should be used. 
  • The PONs should be sent under the same ATN with the same ACT type if applicable. See Important for LSOR Versions 05.00 and above at the end of this section. 
  • The TOS field should match the REQTYP. Example: REQTYP is P, TOS should be 1E++; REQTYP is E, TOS should be 18++.

Example 1: A residential end user has two POTS lines and an alarm circuit. Currently the residential end user wants to change their local provider. To migrate the account to the new company, the following LSRs have to be submitted to the LSC:  

  • Submit one LSR for REQTYP E (POTS line).
  • Submit one LSR for REQTYP K (alarm circuit).
  • Relate the PONs.  Use the NOR and RPON fields as appropriate to the LSOR version being submitted.
  • Both LSRs have the same ATN and ACT of W or V as the case may be.

  Example 2:  A business end user has a Centrex service, a Base Rate (56K) circuit, 2 tie lines (TLs) and 3 POTS lines and wants to change their local provider. To migrate the account to the new company, the following LSRs have to be submitted to the LSC: 

  • Submit one LSR for REQTYP P (Centrex lines).  
  • Submit one LSR for REQTYP K (Base Rate circuit).   
  • Submit one LSR for REQTYP K (2 tie lines).   
  • Submit one LSR for REQTYP E (POTS lines).* 
  • Relate all the PONs.   Use the NOR and RPON fields as appropriate to the LSOR version being submitted. 
  • PONs for REQTYP P and K will have the same ATN and the same ACT of W or V.  The ATN for REQTYP E must be one of the POTS TNs per the LSOR rules.

Example 3:  A business end user has a PBX account with Combination PBX trunks and One-way out PBX trunks, DID trunks, several POTS lines and a Base Rate (56K) circuit.   To migrate the account to the new company, the following LSRs have to be submitted to the LSC: 

  • Submit one LSR for REQTYP T for all of the PBX and DID trunks*  
  • Submit one LSR for REQTYP E for the POTS lines. *  
  • Submit one LSR for REQTYP K for the Base Rate 56K circuit.   
  • Relate all of the PONs. Use the NOR and RPON fields as appropriate to the LSOR version being submitted.   
  • PONs for REQTYPs T and K should have the same ATN and the same ACT of W or V.  The ATN for REQTYP E must be one of the POTS TNs per the LSOR rules. 

Example 4:  End user is moving to a new address and has a PBX class of service with 10 combination PBX trunks, 10 DID trunks with 100 station number, 5 POTS lines, 1 Alarm Circuit, 1 56 Kbps Circuit (neither leg of circuit terminates at the current address). 

 

CLEC must send in the following LSRs to address ALL of the services currently billed to the PBX station:

  • REQTYP T, ACT T for the PBX, DID trunks and station numbers
  • REQTYP E, ACT T for the POTS lines
  • REQTYP K, ACT T for the Alarm Circuit
  • REQTYP K, ACT T for the 56 Kbps circuit
  • All PONS must have the NOR and RPON fields populated
  • If all products and services are not addressed, the request will be rejected

If the POTS lines are going to remain at the current address:

  • REQTYP T, ACT T for the PBX, DID trunks and station numbers
  • REQTYP K, ACT T for the Alarm Circuit
  • REQTYP K, ACT T for the 56 Kbps circuit
  • REQTYP E, ACT N for the POTS lines (New BTN will be required.  Follow the pre-order process if applicable).
  • All PONS must have the NOR and RPON fields populated.

If the POTS lines are going to be disconnected:

  • REQTYP T, ACT T for the PBX, DID trunks and station numbers
  • REQTYP K, ACT T for the Alarm Circuit
  • REQTYP K, ACT T for the 56 Kbps circuit
  • REQTYP E, ACT C, LNA D for the POTS lines to be disconnected
  • All PONS must have the NOR and RPON fields populated.

Example 5:  End user is moving to a new address and has a Centrex service with 30 Centrex stations at the main address, 5 Centrex stations at SLA 1, 3 Centrex stations at SLA 2, 1 Centrex station at SLA 3, 10 Centrex stations at SLA 4 and one 56 Kbps circuit.  CLEC must show the following LSRs to address ALL of the service currently billed tot he Centrex account:

  • REQTYP P, ACT T addressing all 49 Centrex station numbers (even if some are not moving from their current address)
  • REQTYP K, ACT T for the 56 Kbps circuit (even if none of the legs are physically moving)
  • All PONS must have the NOR and RPON fields populated.
  • If all lines and services are not addressed, the request will be rejected.

*Important for LSOR Versions 05.00 and above:

 

There is a system edit that prevents the LSR, when the REQTYP is E or T, from being submitted under any telephone number in the ATN field other than a POTS number shown on the CSR.  Therefore, until a mechanical fix can be implemented, the following steps should be taken:

 

1.      Populate the ATN field with one of the POTS numbers shown on the CSR.

2.      Populate the EATN field with the actual ATN (Account Telephone Number).

3.      In Remarks, state the following: Billed to EATN; per DR66513.
