Overview   

The Demarcation Point (DP) is the location where the AT&T network ends and the customer may connect its equipment or facilities to the network via a Network Interface Device (NID).  The DP is generally located at the closest practical point to where the network facilities enter the premises.  This may be inside or outside of the premises building.  All AT&T-provided regulated services terminate at the DP.   There may be more than one Demarcation Point for multi-tenant locations.  

The NID is the physical device between the regulated network and the premises wire or non-regulated equipment and facilities.  The NID may be placed for the use of a single customer or may be of the type that handles a number of customers.   The NID is always placed at the DP for that customer or location.  

AT&T will allow a CLEC access to the NID so that the CLEC may connect its loop facilities to the end-user's premise wiring. The CLEC may establish this connection through its own NID, which may be installed adjacent to the AT&T NID at the end user's premises building.   

For a single tenant (RES/BUS) structure, the DP/NID location is established in the general vicinity of the power feed which may be either inside or outside the premises.   For multiple tenant structures, the DP/NID is established in a common equipment room(s) that is/are accessible by the end-user.  

The following diagram shows how a CLEC can gain access to the end user's inside wire at the customer (right) side of the NID. The CLEC can then extend the customer wire to reach a NID that the CLEC has placed. The CLEC could then connect its own loop to the end user's existing inside wire.  

Unbundled Loops will be terminated at the end-user's premises, (i.e. building, house) using a NID appropriate for the type of service ordered.  The structure type (single or multiple tenant) will determine the type of NID to be used and placement location.  

Some CLECs may choose to extend their own loop facilities directly to the end user's location. Where this occurs, the CLEC is required by FCC rules to place a NID to terminate its own loop.   

  1.0 Service Description   

A CLEC may choose to place its own loop facility directly to an end-user's location.   When this is done, the CLEC is required by FCC rules to place a NID to terminate and to ground their facility.  The CLEC's NID may be placed in the general vicinity of the existing AT&T NID for the purpose of gaining access to the end-user's premises wiring that may currently terminate on the AT&T NID.  

CLECs are permitted to access the end-user's side of the AT&T NID to disconnect the customer premises wire and reconnect the wire to their NID.  

CLECs are advised:    

  • Not to access or open non-NID equipped enclosures.    
  • Not to remove the ground wire from AT&T NIDs or protectors.    
  • Not to remove AT&T loop facilities from AT&T NIDs or protectors.    
  • Not to access NIDs or premises wire in terminal servicing multiple customers.   Coordination is required.

The above rules are designed to avoid service disruptions to customers and to ensure the safety of all customers and employees.   

It is recommended that BEFORE a CLEC begins to terminate its own loop facilities (at an end-user's location) in an area served by AT&T, that they contact the LOC.  AT&T will work with the CLEC to establish mutually suitable methods of transferring the service between companies.  This is especially recommended in multiple tenant location.  

1.1 Rate Structure    

There are no charges for access to an existing NID as described above provided that AT&T is not involved with premises wiring work.   

A CLEC, end-user, or building owner may request certain rearrangements that may require AT&T to perform non-regulated work. In such cases, charges will be based on trip, time and materials.

1.2 Service Requirements    

The CLEC is required by FCC rules to place its own NID to terminate and ground its loop facilities.  

Existing local loop facilities will be re-used wherever possible for the provisioning of Unbundled Services.  If the CLEC determines that a NID is required, the CLEC may, at the time it places its loop order, include information about this request in the remarks (RMKS) field of the ICASR section of the ASR form.  AT&T will issue the service order indicating the need for a field dispatch to install the NID.  

If the CLEC determines that a NID is required after the loop service order has been completed, the CLEC should call the Local Operations Center (LOC -  see section 4.0 ) to arrange for the placement of a NID.  A 'Non-Service Affecting' trouble ticket will be initiated by the LOC to have the NID installed.  The CLEC should inform the end-user and ensure that the necessary access arrangements to the end-user's premises are made as well as the date and time scheduled to install the NID.

No service order is required to access the premises wiring connected to a AT&T NID.

NID MOVE / NEW NID NEEDED

 

Effective July 30, 2007 - In order to accomplish a NID Move or New NID request a CLEC must submit a change order (ACT C) for REQTYP K (for RESALE COMPLEX ONLY) or REQTYP E (only).

 

  • populate the NW1 USOC in the AFA and Account Feature fields
    • AFA = N, Account Feature = NW1.  
  • in the remarks section, CLEC will need to populate the information on what they wish accomplished
    • (i.e. need interface moved to different location).  

2.1 Ordering Method  

When a CLEC needs to access a NID at a multi-tenant location or access premises wiring terminated to a non-standard NID, the CLEC should contact the LOC to coordinate this activity.

3.0 Billing Procedure

There are no charges for access to an existing, standard NID as described above.

The LOC in Milwaukee is the single point of contact for installation and maintenance functions for all unbundled products.

Although the center is available by phone 24 hours a day, seven days a week, normal installation requests are handled between the hours of 7 a.m. and 7 p.m. central time Monday through Friday.

Only CLECs are authorized to contact the LOC. End-users of the CLEC must contact their service providers directly. If the end-user contacts AT&T, they will be referred back to their service provider.

    4.1 Installation     

It is expected that CLECs will install their NIDs at the end user's premise. If a standard NID exists at the location, no AT&T installation is required.   All other situations should be referred to the LOC.

4.2 Maintenance     

When contacting the LOC with maintenance please provide the following:

  • Description of the trouble    
  • Test results    
  • Contact name and number    
  • Authorization to dispatch

AT&T is not responsible for trouble in equipment, inside wire or other systems not provided by AT&T. Before contacting the LOC, troubleshoot and isolate trouble reported by your subscribers to demonstrate that the problem is not due to inside wire or facilities for which the CLEC is responsible.   

When a CLEC reports trouble to AT&T and a  AT&T test procedure indicates that a dispatch to the end user premises is necessary, the CLEC will be asked if it wishes AT&T to dispatch a technician. After dispatch, if the problem is found not to be on the AT&T side of the NID, the CLEC will be billed for the time and materials associated with dispatching and performing this work. The LOC will contact the CLEC with the results of the trouble report.

4.3 Premises Wiring     

AT&T will not provide any maintenance on premises wiring for end users served via CLEC provided loops.
