Access the AT&T Facility Portal

The AT&T Facility Portal provides access to AT&T solely owned and jointly owned pole data in California and Nevada. This pole data is currently only available to the following groups: California Public Utilities Commission Staff, California state and local government officials, Major Pole Owners in California, and 3rd Party Attachers within California or Nevada (requires an active structure access agreement with AT&T).

If you meet the requirements listed above and would like to request access to the AT&T Facility Portal, please follow the process listed in the  AT&T Facility Portal Access Instructions.

AT&T Facility Portal Support

Requests for support for the AT&T Facility Portal and the associated processes should be directed as follows:

  1. Facility Portal access issues: Use the chat support feature located on the AT&T Business Center if you have access to the AT&T Facility Portal but are having issues logging in.
     
  2. Request submittal process: Reach out to the appropriate contact listed in the Points of Contact for Structure Access.
     
  3. Technical issues: Submit an email request for help to ASAC Support explaining the issue that you are needed help with.

Facility Portal (CA &NV only)

 

Request AT&T pole or conduit records

NOTE: To view AT&T pole or conduit records, you must have an active Structure Access Agreement with AT&T that includes the specific state where the facilities are located and you must be listed as an authorized contact within AT&T’s system for the company listed in the agreement.

Submit an attachment request

The structure access process starts when an Attaching Party notifies AT&T of its wish to access AT&T's structure.

The following table lists various types of information that an Attaching Party may be required to provide:

Pole
All drawings or maps that provide details for the location of the work to be performed, the type of work being done, and any schematics/details of facilities being placed.
Municipality and street names/addresses, primary & subsequent placement paths, identity of subject AT&T poles including pole number(s) and latitude/longitude.
Location, type, size, weight, height of attachment(s) and equipment being placed to include ancillary equipment, splices, and cable loops.
Existing attachment(s) and height(s) for any attachment(s) on the pole(s).
All make-ready work required by any existing attacher.
Attaching Party point of contact and telephone number/email along with company doing work.

 

Conduit
All drawings or maps that provide details for the location of the work to be performed, the type of work being done, and any schematics/details of facilities being placed.
Identification of start and end of work, i.e. MH or bldg. number, street address, distance to next MH.
Cable outside diameter (OD), cable type (copper, fiber, coaxial), number of tubes, voltage to ground and maximum current of any conductor, spare ducts/innerducts.
Splices and/or how much slack to be placed in a MH.
Make-ready work required with details, including knockouts or core boring required.
Attaching Party point of contact and telephone number/email along with company doing work.
IMPORTANT: Some areas may require additional documents beyond what is outlined above. Please reach out to the Local Structure Access Team to ensure you have all required documentation for a complete request prior to submittal.

Request (non-Facility Portal)

 

 

Request AT&T pole or conduit records

NOTE: To view AT&T pole or conduit records, you must have an active Structure Access Agreement with AT&T that includes the specific state where the facilities are located and you must be listed as an authorized contact within AT&T’s system for the company listed in the agreement.
  1. Complete the Records Review Request (REC-REV-002).
     
  2. Submit the completed form to the appropriate contact listed in the Points of Contact for Structure Access.

Submit a standard attachment request

The structure access process starts when an Attaching Party notifies AT&T of its wish to access AT&T's structure.

The Attaching Party should complete all required fields on the application form(s), provide all the applicable information required on the form, and submit the request to the Local Structure Access Team.

The following table lists various types of information that an Attaching Party may be required to provide:

Pole
All drawings or maps that provide details for the location of the work to be performed, the type of work being done, and any schematics/details of facilities being placed.
Municipality and street names/addresses, primary & subsequent placement paths, identity of subject AT&T poles including pole number(s) and latitude/longitude.
Location, type, size, weight, height of attachment(s) and equipment being placed to include ancillary equipment, splices, and cable loops.
Existing attachment(s) and height(s) for any attachment(s) on the pole(s).
All make-ready work required by any existing attacher.
Attaching Party point of contact and telephone number/email along with company doing work.

 

Conduit

Pole Attachment Request

  1. Prior to performing the make-ready survey and submitting a pole attachment request, the Attaching Party should obtain AT&T pole records for the area of interest by submitting a request for AT&T pole records.
     
  2. Complete the Application (APP-002).
     
  3. Complete the Pole Data Sheet (POLE-DATA-003) for all poles associated with the request.
    1. Refer to the Pole Data Sheet Instructions document for instructions on completing the Pole Data Sheet.
       
  4. Complete pole loading for each pole associated with the request. Files should contain only 1 pole per file (i.e. do not lump all poles into a single file) and each file name should start with "PLA-" (e.g. PLA-Pole1-126 Main St.pdf)
     
  5. Create a map of the proposed path that includes all poles associated with the request.
     
  6. Submit all completed documents listed above to the Local Structure Access Team.
IMPORTANT: Some areas may require additional documents beyond what is outlined above. Please reach out to the Local Structure Access Team to ensure you have all required documentation for a complete request prior to submittal.


Conduit Attachment Request

  1. Follow the Manhole Access process to perform the required make-ready survey of the affected manholes.
     
  2. Complete the Application (APP-002).
     
  3. Complete the Conduit Data Sheet (COND-001).
     
  4. Complete a Manhole Detail Requirements (MHDET-001) sheet for each manhole associated with the request.
     
  5. Complete a Manhole/Vault Access (MHACC-002) for each manhole associated with the request that will require entry for facility placement.
     
  6. If the request proposes core boring a manhole, complete the Request to Core Bore or Modify Manhole (CORE-002) form for each manhole where you are proposing to core bore or modify the manhole.
     
  7. Create a map of the proposed path that includes all manholes associated with the request.
     
  8. Submit all completed documents identified in items 2-7 above to the Local Structure Access Team.

Submit a One Touch Make Ready (OTMR) Structure Access attachment request

IMPORTANT: An Attaching Party wishing to request access to AT&T structure utilizing OTMR must have an existing executed agreement (Category B agreement or FCC agreement) that contains the OTMR provisions.
If you do not currently have an agreement with the OTMR provisions and would like to amend your agreement to have them added, follow the 
Structure Access Agreement amendment process.

The structure access process starts when an Attaching Party notifies AT&T of its wish to access AT&T's structure.

The Attaching Party should complete all required fields on the application form(s), provide all the applicable information required on the form, and submit the request to the Local Structure Access Team.

  4. Complete the Pole Data Sheet (POLE-DATA-003) for all poles associated with the request.
  5. Complete pole loading for each pole associated with the request. Files should contain only 1 pole per file, i.e. do not lump all poles into a single file.
     
  6. Create a map of the proposed path that includes all poles associated with the request.
     
  7. Submit all completed documents listed above to the Local Structure Access Team.


Once permitted by AT&T to attach and perform the approved One Touch Make Ready on an AT&T pole (or AT&T owned grade on a jointly owned pole), Attaching Party must provide notification of the start date and completion date of all make-ready work performed on AT&T attachments as follows:

  1. Prior to performing the permitted make-ready on AT&T attachments located on an AT&T pole (or AT&T owned grade on a jointly owned pole), Attaching Party will complete the AP Notification of MR Construction Start date ATT Poles form and submit it to the issuer of the permit.

     
  2. Upon completion of the permitted make-ready on AT&T attachments located on an AT&T pole (or AT&T owned grade on a jointly owned pole), Attaching Party will complete the AP Notification of MR Construction Complete date ATT Poles form and submit it to the issuer of the permit.

Notification to AT&T

 

Notify AT&T of One Touch Make Ready construction start or completion affecting AT&T attachments on non-AT&T owned poles


Upon receiving an OTMR permit from the pole owner to perform make-ready construction affecting AT&T attachments on a non-AT&T owned or jointly owned pole, Attaching Party must provide notification of the start date and completion date of all make-ready work performed on AT&T attachments as follows:

  1. Prior to performing the permitted make-ready affecting AT&T attachments, Attaching Party will complete the AP Notification of MR Construction Start date FO Poles form and submit it to the issuer of the permit.
     
  2. Upon completion of the permitted make-ready on AT&T attachments located on an AT&T pole (or AT&T owned grade on a jointly owned pole), Attaching Party will complete the AP Notification of MR Construction Complete date FO Poles form and submit it to the Local Structure Access Team.

Invoke self-help remedy for make-ready work affecting AT&T attachments


When an Attaching Party elects to invoke the self-help remedy for make-ready work affecting AT&T attachments, Attaching Party must provide notification of the start date and completion date of all make-ready work performed on AT&T attachments as follows:

Notify AT&T of my removal of attachment(s)
 

When Attaching Party no longer intends to occupy space in or on AT&T's structure, Attaching Party must provide written notification to AT&T by completing Notification of Surrender or Modification of Attachment License form and submit it to the Local Structure Access Team.
