Non-impaired DS1 and DS3 Wire Centers
Determining DS1 and DS3 Loop Impairment
As of the effective date of the TRO Remand Order, i.e., March 11, 2005, CLECs are no longer authorized to place, nor will AT&T accept New, Migration or Move LSRs for DS1 or DS3 High-Capacity Loops in service areas served by Wire Centers meeting the criteria set forth by the FCC in its TRO Remand Order, Rules 51.319(a)(4)and 51.319(a)(5) (“Affected DS1 and DS3 High-Capacity Loops”). Any New, Migration or Move LSRs placed for Affected DS1 or DS3 High-Capacity Loops on or after March 11, 2005 will be rejected.
CLECs may use the lists below to determine whether unbundled DS1 or DS3 loops are available at a particular wire center.
Unbundled DS1 loops are not available if served by a wire center with at least 60,000 business lines and at least 4 fiber-based collocators. In wire centers where unbundled DS1 loops are available, CLECs may not obtain more than ten unbundled DS1 loops to a single building.
Unbundled DS3 loops are not available if served by a wire center with at least 38,000 business lines and at least 4 fiber-based collocators. In wire centers where unbundled DS3 loops are available, CLECs may not obtain more than one unbundled DS3 loop to a single building.
Non-impaired Wire Centers – DS1 Loops
As of March 11, 2005, Unbundled DS1 Loops will not be available in the following wire centers. (CLECs may continue to use existing DS1 Loops that were in place in these wire centers on March 11, 2005 subject to the 12-month transition established by the FCC.)

As of March 11, 2005, Unbundled DS3 Loops will not be available in the following wire centers. (CLECs may continue to use existing DS3 Loops that were in place in these wire centers on March 11, 2005 subject to the 12-month transition established by the FCC.)
