Local Wholesale Complete
AT&T Local Wholesale Complete™ (“LWC”TM) is an end-to-end wholesale access line that provides the technical equivalent of AT&T’s POTS (plain old telephone service) along with AT&T’s switch-based vertical features. It provides the Competitive Local Exchange Carrier (“CLEC”) with telecommunications services on a per line basis to end-user customers using AT&T’s facilities. Even though the CLEC is leasing the lines at wholesale from AT&T, they are considered the network provider and assume the responsibilities of a facility-based CLEC (i.e. a CLEC that does own its own network facilities), such as providing 911 updates to municipalities and paying or billing intercarrier compensation. LWC is provided throughout AT&T’s 21-State territory and is governed by commercial contract.
Local Wholesale Complete Service basic offering:
- The use of A&T local circuit switching to originate and terminate calls and to provide local exchange and exchange access service
- Access to all “loaded and active” line side analog switch features
- The use of AT&T shared transport and tandem facilities to:
- complete calls within the AT&T local exchange network
- transit calls to and from IXC POPs
- transit local calls to a non-AT&T switch
- The use of routing tables resident in AT&T central offices
- Usage Records for originating and terminating call activity
- Access to call related data bases
- E-911 administration and maintenance
